Consultant: Energy Policy, Planning and Strategy
Our client is a unique Pan African continental body that promotes energy integration, sustainable development, regulation and analysis. They are looking to employ a Consultant for Energy Policy, Planning and Strategy.
Responsibilities
Under the general guidance of the Executive Director, and within delegated authority, the incumbent will perform the following duties:
§ Supervise and manage our client’s program on Energy Efficiency and assist in the management of other sectoral energy programs;
§ Elaborate holistic and implementable continental energy policy and planning strategies through close collaboration with regional groupings and continental organizations;
§ Effectively address problems arising from current approaches to energy policy formulation practices in the continent;
§ Design strategies and policies for improving the energy sector in Member States that is consistent with the Commission’s overall mission, goals, and objectives;
§ Design and plan the policy programs to achieve these strategies;
§ Develop new and expand on existing activities as logical components of these strategies;
§ Engage stakeholders from within African Member States, Regional Economic Communities (RECs), Regional Power Pools (RPPs), other intergovernmental organizations, NGOs, public and private sectors in designing and implementing these strategies and formulating and undertaking the activities;
§ Assist in the development of the African Energy Information System and Database and provide information;
§ Mobilize from governments, foundations, the private sector, and other donors the financial and human resources needed to execute the strategies and its constituent activities; and
§ Represent our client at conferences, intergovernmental meetings, professional seminars, and similar events; explain their position and perspectives on energy issues and work being undertaken at the company and its relevance.
Requirements
Language
- Proficiency in English and French
Education
§ A minimum masters degree in Engineering, Energy Studies or Physical and Environmental Sciences.
§ A relevant combination of university degree, professional training and experience in engineering or energy economics.
Work Experience
§ At least 7-10 years of working experience in progressively responsible positions, of which at least five years of professional and managerial experience is in an international organization dealing with energy issues.
§ Proven experience energy policy formulation and strategy designing. Experience in international organization is desirable, as is knowledge of energy issues in the African countries and intergovernmental efforts to link the energy and socioeconomic policy agendas.
Other Skills
§ Ability to lead a team in interdisciplinary effort as well as management and organizational skills are essential.
§ The incumbent is required to possess a high degree of competence in both substantive and managerial matters related to the post.
§ The incumbent must possess a demonstrated ability to initiate and promote collaborative approaches and implementing joint activities by geographically and culturally disparate partners.
Remuneration:
§ Competitive Salary of between US$ 6000-US$ 8000 per month
