Construction Manager - Kazakhstan
Our Client, a well known Oil & Gas Company seeks a Construction Manager. The ideal Candidate must have expertise at Home Office and Execution Contractor sites, coordinate, supervise and administer all activities during the Topsides and associated pipeline construction, including HSE, security, construction, supervision, quality assurance, quality control, field engineering, procurement, material management, project controls, pre-commissioning, Load Out/ Load In and Commissioning.
Qualifications & Experience
The job holder must have:
• Degree in Engineering in a relevant discipline, minimum HND (equivalent experience will be considered);
• 15 years relevant experience in Construction in an offshore oil and gas project environment;
• 5 years experience as a Construction Manager;
• Experience of large multidiscipline, International projects;
• Experience in managing major contractors and Topside Construction / Fabrications.
Required Competencies:
The job holder must have proven:
• Knowledge of the latest construction methods, modern project management techniques and environmental requirements;
• Ability to manage contractor and provide guidance;
• Knowledge in managing contract packages.
• Experience of Constructability reviews and site Company and Contractor Management.
• Experience of Load Out/ Load In of major structures.
• Experience of Completions and Handover.
• Experience in field changes / modifications proposed by Contractors and all field procedures and method statements produced by Contractors and subsequent approvals.
• Adaptability and problem solving capacities;
• Sound knowledge of most computer applications.
• Knowledge of preservation and winterisation of equipment.
• Excellent interpersonal and communication skills suitable for the Kazakh environment.
• Excellent English both written and spoken (Kazak or Russian an additional advantage)
• The ability to supervise and coach local staff.
• The ability to work to the highest HSE standards.
• Understanding of RoK & CIS Regulations an additional advantage.
Accountabilities and Responsibilities:
The job holder is responsible for:
• Participating in contracts negotiations.
• Reviewing adequacy of fabrication contractor facilities to perform the scope of works.
• Ensures corporate policies and procedures are fully implemented.
• Coordinating all jobsite activities.
• Attending meetings and liaison at all levels with senior management.
• Reviewing contractor, sub contractor, supplier documentation, quality plans, Inspection & test plans, procedures etc
• Identifying critical areas of concerns.
• Directing the projects safety programs and ensures strict adherence to safety codes.
• Ensures all construction operations are in compliance with engineering design, specifications and applicable RoK and international Standards.
• Monitoring progress and performance of construction contractor during the execution of work;
• Reviewing and responding to technical queries from Contractor.
• Reviewing technical contract documents & engineering reviews;
• Reviewing Company and Contractor resources, equipment etc in line with contractual obligations.

• Kazakhstan Statutory Health, Safety & Environmental Regulations
• The Company Corporate Health, Safety & Environment Policy, and applying Company KCO’s HSE Management Systems.
Main Interfaces:
Company
• Interface with E P Clusters and Pipeline Project Manager, Package Manager, engineering support and project teams. Liaise with project Commissioning, HSE and QA/QC departments.
External
• Contractor Management, Production, HSE and QA/QC Departments.
• Various contractors, suppliers and vendors as required to meet the project schedule and requirements.
• IVB’s Lloyds and Noble Denton.
