CA Global: Power and Energy (International Positions) has a client that is in need of a Senior Project to Asset Engineer (Operations Readiness and Assurance). The position is based in Kazakhstan.
Overview
The purpose of the OR&A Senior PtA Engineer position is to develop and implement the necessary PtA tools and processes for successful Project to Asset transition management.
Project to Asset execution planning is a vital and essential component of a projects delivery. The primary objective of a Project Transition Plan is to identify, define and manage all aspects of handover and acceptance from project delivery teams to the asset receiving teams.
Qualifications & Experience:
- Engineering degree or similar
- Minimum 10-15 years technical or operations professional with a background in development and implementation of process management systems and in depth exposure to all aspects of project delivery and receipt
Required Competencies:
- Develop and manage systems and processes.
- Mastery in identifying activity priorities, project/commissioning dependencies, planning conflicts, and operational impacts/risks
- Familiarity with the requirements and structure of Integrated Activity Planning and operations readiness processes.
- Skilled in steering and working group management
- Knowledge sufficient to identify potential bottlenecks / mitigation measures and have the skills to prepare succinct analysis for management action
- Self motivation skills and able to work without supervision
- Ability to prepare and present internal and external presentations either individually or as part of a team
- Fluency in spoken and written English, and experience in Former Soviet Union and/or Caspian Area would be an advantage
- Knowledge of business technical and assurance activities and programme development
- Have proven experience in direct and functional team leadership
- Experience of supporting senior management decision making
- Ability to coordinate cross project and organizational activities, influence and deliver results
- Ability to recognize and implement improvement opportunities
Responsibilities Include but are not limited to:
Deputise for PtA Lead
Assist in development of the Project to Asset Transfer Strategy.
Develop Pan Project Transition Plan and Template
Develop Project to Asset Transfer activity requirements and prepare preliminary Project to Asset Transfer delivery plan.
Determine level 2 Project to Asset Transfer activities and schedule.
Develop TOR for Project to Asset Transfer Leadership steering committee and Set Up delivery team.
Support the development and implementation of detailed Project to Asset Transfer plans and procedures for each asset.
Assure efficient transfer ownership of Asset from Project team to Asset team.
Assist with the development of the Operations and Asset Handover Procedures.
Oversee and manage the development and implementation of the PtA reporting registers and Procedures.
Oversee and manage the development and implementation of the Project to Asset Risk Register.
HSE Responsibilities:
Demonstrate a commitment to HSE through the personal application of safety critical behaviors:
Compliance with Republic of Kazakhstan Statutory HSE Regulations, Codes and Standards;
Applying the company’s HSE & SD Policies & Management System;
Supporting/ Participating in Emergency Drills and Exercises as required;
Reporting all Accidents/ Incidents and Unsafe Acts/ Conditions in a timely manner
