Health and Safety Manager (West Africa)
Purpose of Role
To lead the execution of the strategy for the Health and Safety (H&S) team at my client’s mine operations in West Africa.; to ensure alignment with the organization’s long-term strategy. To develop and administer site H&S procedures and training programs to reduce / eliminate loss and accidents and ensure compliance with overall company guidelines and local regulations. To ensure accidents are properly dealt with according to regulations. To administer the Safety program. To ensure continued growth of the team and to maximize operational efficiencies and profitability and to cultivate exceptional stakeholder and employee satisfaction.
Key Areas of Responsibility & Duties
To execute operational strategies for loss control
Executes short- and intermediate-term strategies that support growth of the H&S function; ensures strategies are concretely linked to the organization’s overall strategy
Leads execution of strategies in loss control to enhance current H&S practices and performance
Sets priorities and allocates resources
Develops systems and measures that appropriately assess H&S performance and reviews progress to ensure achievement of targets
Manages the human, financial and operational resources of the H&S function
Formulates the annual operating and capital budgets for loss control consistent with established financial guidelines and business planning process
Develops and implements an Emergency Response Plan that will deal with all probably emergencies on site
Audit and inspect surface work sites
Develops and maintains Emergency Response Teams for the site
Manage the medical facility based on site
To develop and implement business practices within H&S that align with the organization’s overall strategy
Implements processes, policies, systems, and practices within H&S that contribute to a unified business platform that is scalable, transferable to other functional areas, and adds value for key stakeholders
Acts as a change agent and project sponsor for key initiatives; models organizational values, sets the cultural tone, and prioritizes business goals
Collaborates with senior management to identify and analyze business requirements and the implications for the team; identifies gaps and implements agreed upon solutions
Identifies key performance measures for the team; monitors and reports on achievement of targets and revises strategies as needed
Develops and administers H&S management system and monitors ongoing compliance
Manages accident and injury reporting, investigation reports, statistical analysis, property damage costs, worker’s compensation claims, and associated costs
Maintains all required Health and Safety training, BAT, regional and federal records and files; participates and follows-up with Health and Safety Audits
Manages industrial hygiene program include sampling, sampling data analysis, and employee notification of data and engineering control recommendations; reduces identified exposures and ensures compliance with federal regulations and company standards
Ensures compliance with all federal required training for employees and contractors
Interfaces with federal, state, local and company H&S control personnel to ensure compliance with regulatory laws and current best practices
Advises management on all governmental regulations that pertain to health and safety and recommends necessary actions to obtain compliance
Contributes to the budgeting process related to loss control programs
Other duties as assigned
To lead and manage a team responsible for executing loss control strategy
Identifies strategies and key performance goals and acts as an advisor to direct reports; works to overcome challenges and barriers and minimize risk
Sets performance targets and measures, monitors, and manages overall performance of the team and direct reports
Builds the capabilities of the team to enhance their ability to achieve financial and operating strategy; hires appropriately, leverages the talents of the team, and takes corrective action where necessary
Supervises the activities of the security personnel to protect life, property, and precious metals
Minimum Qualifications & Skill Requirements
BA or BSc in related area
Additional specialized education of up to 4 years including masters level degree or equivalent
Formal professional designation in appropriate area of expertise
5 - 8 years of related work experience
Experience managing senior employees
Fluent English, both spoken and written
Additional Qualifications & Skill Requirements
Certified Mine Safety Professional status preferred
Ability to work independently and also as a member of the senior management team
Strong verbal, written and analytical skills, the ability to influence others, and the ability to interact effectively with all levels of employees and management
Good working knowledge and skills with a PC utilizing word processing and spreadsheet programs
Working knowledge of spoken and written French would be advantageous
