CA Global: Mining Construction - International Positions has a client that is in need of a Rail and Port Manager - Canada (Baffin Land).
Overview:
The incumbent will be responsible for ensuring the effective construction and operational readiness of the Baffin land Iron Mines Rail Road on budget, time and technical scope. Reports directly to VP Operations with a strong link to the project delivery team.
Responsibilities and duties
• Provide input and technical/operational into project engineering plans to ensure that operational scope is met
• Provide technical/operational oversight on rail construction matters
• Ensure operational readiness by establishing operational plans and procedures including:
• Establish and execute annual and multiannual railway transportation plans based on planning, programming, control and execution of ore loading and transportation activities.
• Establish and execute appropriate maintenance of railways infrastructure and superstructure, such as permanent ways, access ways, drainages, slopes, transmission lines, railroad yards, stations, control rooms and others, so as to maximize utilization rate and life cycle.
• Ensure the maximization of physical availability and life cycle of locomotives, freight cars and other machines and equipment, planning and performing predictive, preventive and corrective maintenance.
• Provide alternatives to enable maintenance through repairs and/or manufacture of parts and components, in compliance with established standards and within cost limitations.
• Ensure maintenance quality, defining maintenance procedures and assessing the performance of services provided either by the company or by third parties.
• Ensure team's motivation and performance optimization, monitoring the development of activities, providing for adequate training and encouraging the fulfillment of goals.
• Ensure the occupational health and safety of local and outsourced teams through effective preventive and corrective actions.
• Ensure environment-related norms and procedures are complied with for the protection of the environment.
Requirements
• Relevant tertiary qualifications
• Proven high volume bulk cargo rail experience including maintenance and scheduling experience
• Ideally experience in Arctic rail conditions
• Proven Greenfield start up experience or significant change/upgrade experience including providing input into engineering requirements, reviews of construction and ability to build and execute operational readiness plans.
