Nature & Scope: 


The African Solidarity Fund is seeking an Economic & Statistical Engineer for their operations in Niamey, Niger. Under the supervision of the Director of Studies, Planning and Forecasts  (DEPP), the Economist Statistical Engineer plays a pivotal role in supporting the Director  and other functional Departments of the Fund.


Responsibilities and Tasks: 


  • Carry out strategic, institutional and organizational studies for the Fund
  • Conduct benchmarking studies to determine the Fund's positioning in its various business segments
  • Establish and update the list of economic and social indicators that are of  interest to the FSA and all its technical and financial partners
  • Create and implement an operational database
  • Establish, based on the information provided by the operational authorities, a system of regular monitoring and evaluation of the FSA's interventions, their results, and impact
  • Develop summary notes of the main events characterizing the international economic environment, African or local, likely to have an impact on the activities of the FSA
  • Prepare the annual report, contribute to the realization of economic studies of the Fund and their publication
  • Elaborate Technical Notes on specific topics at the request of the General Management
  • Contribute to the creation, implementation, and promotion of new products
  • Perform any other tasks entrusted to by the hierarchy


Required Qualifications and Areas of Competence:


  • Be a Statistician Economist Engineer, or a postgraduate degree in Economics, Statistics or Econometrics, with a specialization in Project Evaluation (CEFEB, COFEB or equivalent type training), if applicable
  • Demonstrate a minimum of seven (7) years of proven experience in statistics, survey conduct, econometry, database management, modelling, finance, banking, analysis, and evaluation of projects, in a renowned bank, a renowned Cabinet and/or an international financial organization
  • Have a good command in

    • The design of survey questionnaires
    • The collection, processing, and use of data
    • The development of sampling plans and the design of surveys
    • Strategic planning and results-based management

  • Demonstrated knowledge of human development approaches, national policies, poverty reduction, SDGs
  • Knowledge of econometric models
  • Knowledge of Data Mining and application to risk management, retention, and impact measurement issues
  • Knowledge in data analysis (application to scoring, ACP, AFC, AFCM, AFD, ect), in Econometry of qualitative variables, univariate models, multivariate models (Logit, Probit) and models with censored variables (Tobit) semi-parametric model, Time series (ARMA modeling, VAR, forecasts, seasonality), in Econometry for Finance (parametric and nonparametric approaches, univariate ARCH-GARCH models) to formulate decision-making
  • Knowledge of management economics (marketing, management control, analytical control, financial policy and analysis, commercial rights)
  • Knowledge of risks, stock exchanges and financial markets
  • Knowledge of asset and financial risk management
  • Knowledge of microfinance and microeconomics of Bank and Assurance
  • Knowledge of project planning, management, and evaluation
  • Knowledge of the national statistical system of the FSA member states
  • Have a good command of programming and use of statistical analysis software (R, Eviews, SAS, CSPRO, SPAD, SPSS, Stata, etc.)


Skills required for the position:


  • Must be a national of one of the sixteen (16) Member States of the African Solidarity Fund: Benin, Burkina Faso, Burundi, Central African Republic, Chad, Côte d'Ivoire, Gabon, Guinea Bissau, Guinea Conakry, Mali, Mauritius, Mauritania, Niger, Rwanda, Senegal or Togo
  • Have a perfect command of computer tools and dedicated software
  • Have a good command of French and English
  • Have good analytical and writing skills, and a good sense of interpersonal skills,
  • Be responsive, rigorous, precise, and is passionate about numbers
  • Have the spirit of analysis and synthesis
  • Good ability to work in a team and in a multicultural environment
  • Be courteous, discreet and possess good moral character
  • Have good listening skills and have the ability to work under pressure


Contractual information:


  • Permanent
  • Willing and able to relocate to Niamey, Niger
