L’analyste du risque politique a pour charge d’identifier et de superviser l’évolution de risques politiques pouvant affecter le commerce et les investissements en Afrique, et de proposer des mesures d’atténuation de ces risques. Le candidat retenu devra fournir des rapports exhaustifs sur les transactions, les risques souverains et sous-souverains ainsi que les évolutions géopolitiques qui pourraient impacter le portefeuille d’assurance d’ATIDI. Principales tâches et responsabilités:
Identification et analyse du risque :
- Evaluer de manière exhaustive le risque politique sur chaque marché d’ATIDI, en analysant des facteurs tels que la stabilité des institutions gouvernementales et des politiques mises en œuvre, les risques d’expropriation, la violence politique, les risques liés à la réglementation, la solvabilité de l’Etat et les risques de défaut de paiement.
- Analyser la structuration des transactions et évaluer les risques liés aux montages financiers, au financement du commerce, des projets et des infrastructures afin d’identifier les risques politiques et commerciaux, de mettre en place des mesures de mitigation et d’assurer la bonne gestion de l’exposition d’ATIDI à ces risques.
- Évaluer le risque de crédit souverain en incorporant les perspectives des agences de notation, la soutenabilité de la dette et la vulnérabilité fiscale.
- Analyser les contrats d’investissement, les accords de prêt, les garanties souveraines et sous-souveraines et les instruments de gestion de la dette pour en évaluer la solvabilité, les risques et les cas de non-paiement potentiels.
- Développer et tenir à jour la notation du risque de chaque marché d’ATIDI, mettre en place des modèles d’évaluation des risques politiques et des indicateurs d’alerte incorporant les tendances macroéconomiques, la stabilité fiscale, les risques sectoriels, la stabilité financières et les risques liés à la gouvernance.
- Utiliser des modèles d’analyse quantitative et qualitative pour évaluer les risques liés aux transactions et aux pays, en conformité avec les axes stratégiques d’ATIDI.
Appui à la Souscription et au risque portefeuille :
- Fournir des évaluations des risques aux équipes de souscription, évaluer la structuration des produits d’assurance offerts par ATIDI, notamment l’assurance des risques politiques, l’assurance crédit et les garanties des investissements.
- Assister dans la structuration, la tarification et le choix des polices de couverture afin d’aligner chaque transaction avec les axes stratégiques et les plafonds déterminés par ATIDI.
- Suivre l’évolution des profiles des emprunteurs souverains, sous-souverains et institutionnels, identifier les risques émergents et fournir des stratégies d’atténuation des risques appropriées.
- Contribuer aux tests de résistance, à l’analyse de scénarios et aux simulations de risques pour quantifier l’impact de chocs politiques et économiques sur le portefeuille d’ATIDI.
- Appuyer les équipes juridiques et en charge du recouvrement pour analyser les situations de défaut de paiement effectives ou potentielles émanant de risques politiques (non-respect de contrats, non-convertibilité de devises, expropriation ou défaut de paiement des Etats).
- Participer aux tests de résistance, à l’analyse de scénarios et à la planification de mesures de contingence pour les situations potentielles de défaut de recouvrement et les risques systémiques.
Géopolitique et économie :
- Suivre et interpréter les tendances géopolitiques, les changements réglementaires, les politiques commerciales, les élections et les évolutions économiques internationales qui pourraient affecter le portefeuille d’ATIDI.
- Entretenir des relations avec les agences gouvernementales, les agences de notation, les fournisseurs d’évaluation des risques, les banques multilatérales et les institutions de financement du développement.
- Fournir régulièrement des rapports sur les risques politiques et économiques à la direction et aux souscripteurs.
Engagement avec les parties prenantes et conseil :

Compétences :

- Être membre d’associations professionnelles reconnues, de préférence CFA et ou FRM.
- Justifier d’au moins cinq ans d’expérience en analyse du risque politique, évaluation du risque transactionnel, montages financiers ou analyse des risques souverains, de préférence au sein d’un assureur, une banque de développement, une institution multilatérale, une banque centrale ou un fournisseur de services financiers.
- Avoir une expérience solide en matière de montage de financement du commerce, de financement de projets, de prêts souverains et d’analyse de risque crédit.

Product and system knowledge

Provides the necessary support in the development and drafting of compliance and integrity policies, guidelines, and best-practice frameworks, and follows up on their effective implementation.
Responsibilities:
- Contribute to the preparation of periodic reports and required data, in support of achieving BADEA’s compliance and integrity objectives and strategic aspirations.
- Contribute to the design, development, and enhancement of the Compliance and Integrity Unit’s policies, procedures, and overall framework at BADEA, and oversee the implementation of the approved framework to ensure the effectiveness and adequacy of established controls.
- Participate in the development of compliance risk assessment criteria for BADEA in accordance with applicable laws, regulations, and international best practices adopted by comparable international financial institutions.
- Oversee the assessment of compliance risks related to all financial and administrative transactions of BADEA.
- Develop standards and methodologies related to Know Your Customer (KYC) and related due-diligence activities in line with recognized international best practices.
- Identify and monitor changes in relevant laws, regulations, and regulatory requirements, and periodically assess their impact on BADEA’s operations and compliance framework.
- Conduct periodic reviews with department directors and section heads to assess compliance risks and recommend appropriate mitigation and corrective measures.
- Develop, maintain, and update compliance risk analyses to support the effective management and monitoring of BADEA’s compliance risk indicators.
- Prepare and submit periodic reports to Senior Management on identified compliance activities, associated risks, and corresponding action plans aimed at mitigating or reducing such risks.
- Liaise and coordinate with staff of the relevant departments, as required by the nature and needs of the work.
- Coordinate and maintain effective working relationships with other departments within BADEA, in line with operational requirements.
- Engage and coordinate with external consultants, where appointed, for the purpose of reviewing and assessing risks at BADEA.
- Perform any other related duties as may be assigned by Management from time to time.
Requirements:
- A university degree in Accounting, Economics, Finance, Business Administration, or an equivalent discipline.
- A master’s degree or equivalent professional qualification is preferred.
- A recognized professional certification in Compliance and Integrity (such as CCEP, CCO, CRCMP) and/or in Anti-Money Laundering, Counter-Terrorism Financing, and related financial crimes (AML/CTF), or equivalent, is preferred.
- A minimum of six (6) years of relevant professional experience in a similar role, preferably including at least two (2) years with comparable international or multilateral development institutions.
- Full professional proficiency in Arabic, in addition to English and/or French; proficiency in both English and French is considered an advantage.
- Proficiency in the use of computers and information systems relevant to administrative and operational functions.
- Strong capabilities in planning, analysis, assessment, monitoring, and benchmarking related to the functions of the unit.
- Demonstrated skills in conflict management and dispute resolution.
- Advanced ability in the preparation, monitoring, and follow-up of reports, performance indicators, and data analysis.
- Proven capacity to plan, prepare, and oversee the implementation of approved operational programs and action plans of the unit.
- Sound knowledge of relevant international regulatory and compliance frameworks, including:
- Anti-Money Laundering, Counter-Terrorism Financing, and related financial crimes (AML/CTF).
- The U.S. Foreign Account Tax Compliance Act (FATCA).
- Politically Exposed Persons (PEP) lists and their implications for credit and risk-based decision-making.
